Remember those tiny little houses that were built on trailers? That’s the only case I can think of where a stowable staircase might work.

Actually, these look a lot like stairs in my university theater. The door (that would be behind the photographer) leads out into the audience, and so is perpetually dark. It’s used for sudden off stage entrances. To get back ON stage, they took the stairs up. Which would make sense, if it’s dark, to make them glow.
